First decide whether you can leave the airport
The airport's Terminal 1 international-transfer guidance describes an airside route without entering Azerbaijan. A city tour instead requires passing immigration and meeting the entry rules for your passport. Check the official e-visa conditions and your airline's connection requirements before relying on a sightseeing plan. We cannot decide entry eligibility from a generic layover length.
Work backward from your onward flight
Allow for aircraft arrival, immigration, possible bag collection, airport pickup, two road journeys, security and the airline's check-in or boarding deadline. The airport's city-bus page estimates 15–30 minutes to central stops and warns that traffic and weather can change the journey; a private-vehicle schedule still needs a date-specific margin. If the remaining city time is too short, stay airside rather than forcing a tour.
A narrow city window
Ask for one priority stop, a clear turnaround time and a backup that stays near the airport. A long multi-stop itinerary is not the goal.

What to send for a useful quote
- Both flight numbers, dates, scheduled times and terminals if shown on the ticket.
- Passport nationality and whether you already have the required entry permission.
- Whether bags are checked through or must be collected and rechecked.
- Traveller count, child seats or mobility needs, guide language and one preferred sight.
- Your airline's check-in deadline and the latest airport-return time you will accept.
The written proposal should separate vehicle, driver, guide, admissions, meals, waiting time, flight-delay handling and cancellation terms. We may recommend an airport transfer only or no landside visit if the timing does not work.
Baku layover questions
Can I leave Baku airport during a layover?
Only if your passport and entry documents permit you to enter Azerbaijan. An airside international transfer is a different procedure from passing immigration for a city visit. Check your passport, flight itinerary and the official visa rules before requesting a tour.
Is a six-hour connection enough for a Baku city tour?
Do not assume so. Immigration, luggage, the drive in both directions and your airline's check-in or boarding deadline all reduce the city window. Send both flight numbers and your entry status; the proposal should show a conservative return plan or advise staying airside.
What does a private layover-tour quote include?
Ask for airport pickup and return, vehicle and driver hours, any guide, luggage handling arrangement, selected stops, admissions, total price and cancellation terms as separate written items. Nothing is reserved by this page.
Can I book a transfer without sightseeing?
