What an Israeli travel agency should agree with its Azerbaijan ground partner: contact coverage, visa checks, hotels, transport, guides and kosher or Shabbat requirements. Use one written brief and confirm suppliers, quote basis and deadlines for each departure.
Israeli arrivals to Azerbaijan rose from 28,955 in 2024 to 69,124 in 2025. That is useful market context, not a timetable or room allocation for your next group. Recheck flights, entry rules and the ground services for each departure.
If you are an Israeli agency, none of that is news. You are already selling it. What this page is about is the part that decides whether the programme makes you money: what your ground partner in Baku is actually responsible for, and the four things that go wrong when nobody named them in writing.
Agree contact coverage before the programme
Ask each office for its actual working schedule and holiday calendar. If you need Sunday, Friday or out-of-hours coverage, include that requirement in the brief rather than inferring availability from a country's customary working week.
The contract should identify the contact, communication channel, escalation route and agreed response arrangements for the dates of your programme. The deadline for the first costed proposal is a separate planning milestone to agree with the team.
The time difference compounds it slightly. Azerbaijan cancelled daylight saving on 17 March 2016 and stays on UTC+4 year-round, while Israel still shifts. So Baku is one hour ahead of you in summer and two in winter, and the gap changes twice a year. It is small until it is a pickup time or a Shabbat calculation.
Second, the visa, and what it lets you promise
Israelis need a visa for Azerbaijan. There is no waiver.

- Three working days standard, three hours urgent
- Also issuable at the airport's ASAN VISA kiosks
- Registration with the State Migration Service is required for a stay over 15 days
The three-hour urgent track is the useful one commercially, because it means a late booking is not automatically dead. The 15-day registration rule is the one that gets forgotten, and it only bites on longer programmes, which is to say exactly the programmes you are trying to sell more of.
Third, the length-of-stay problem is your margin problem
The Tourism Board's own numbers: 44% of Israeli visitors stay one to three nights. 38% stay four to seven.
Baku is a long weekend for most of this market. A three-night city break has a ceiling on what you can charge and a floor on what it costs to service, and every agency selling it is selling the same three nights.
The product that breaks out of that is the northern route. Quba, Krasnaya Sloboda, the museum, the Jewish heritage cluster: a three-night city break becomes a five or six-night programme with a reason attached that the client can explain to their family.
This is not a heritage-tourism argument. It is arithmetic about your per-booking revenue, and it happens to line up with what the Tourism Board wants, which is why the cooperation on that side is easier than you would expect.
Two constraints on it, and we would rather you heard them from us:
- The season is real. Krasnaya Sloboda holds roughly 500 residents through the winter and over 3,000 in summer. A community-facing programme belongs between May and early October. In winter the same route works but it is a buildings-and-museum trip, and it should be sold as one.
- The drive is real. About 170 km and two hours twenty each way on the M1, longer in winter. A same-day round trip from Baku spends four hours forty in a vehicle to buy four on the ground. It works. One overnight in Quba works much better.
Fourth, kosher and Shabbat are a supply chain, not a checkbox
A meaningful slice of this market is traditional or observant, and it is the slice with the highest group sizes and the least price sensitivity.
The Chabad of Baku publishes Shabbat meals, takeaway meals and weekday prepared food at 171 Dilara Aliyeva. Those public listings do not confirm a group allocation, a particular kosher standard or a fixed lead time. For Quba, request a written plan for preparation, supervision, transport and delivery; any family-hosted meal requires the host's separate consent.
Do not assume a hotel has a certified kosher kitchen, manual-key option or suitable lift arrangement. Ask the hotel and kosher provider to confirm each requirement for the dates and guest list.

What sits with you and what sits with us
The agency can retain: the client relationship, retail pricing, marketing, Israeli-side contract and flights. Specify whether you require white-label delivery.
Ask Birtour to scope: hotels, vehicles and drivers, guide-language requests, entrances, permits and a named operating contact. The proposal should distinguish direct responsibility, supplier-delivered services and community access still awaiting consent.
Request component-level NET pricing if that is your buying basis: room nights by property, transfers by vehicle class, guide days by language, entrances and permits on separate lines. Ask for the currency, validity, taxes, deposit and cancellation terms. A commissionable gross basis can be requested, but its availability and percentage belong in the dated offer rather than in a standing web promise.
Currency is USD or EUR. Shekel invoicing is not part of a published arrangement today and we are not going to invent one on a web page; ask in the first email who carries the conversion and the remittance charges, because it is a negotiation rather than a rule.
Group sizes, and the one hard ceiling
Send the expected range rather than assuming a standing group minimum or maximum. Vehicle allocations, museum slots and any community visit should be planned against the confirmed headcount and site consent.
Published seating figures for a synagogue are not an open visitor allocation. Ask the congregation whether a visit is possible and what group size and format it accepts for the date; split visits only if that arrangement is approved.
What to send us, and what comes back
Send: dates or the season, headcount or a range, star level, whether the group is observant and to what standard, whether the programme is city-only or goes north, and any fixed points.
Ask Birtour to agree a written proposal deadline for the complete brief. The response should identify the route, included and pending services, quote basis, supplier status and operating contact; no universal three-business-day turnaround is promised.

One honest note on language
Request the guide language and the commercial reply language separately. Hebrew guiding should be treated as a date-specific request until the assigned guide is confirmed; the published sales-desk languages are English, Russian, Azerbaijani and Turkish.
- Can an Israeli agency contract Birtour directly as a ground operator?
- Yes. Israeli agencies can request an Azerbaijan ground programme covering hotels, vehicles, guides, visits and guest support. The dated proposal should state which services Birtour contracts directly, which suppliers deliver, the operating contact, commercial basis and whether the agency requests white-label delivery. - Do Israelis need a visa for Azerbaijan?
