Azerbaijan DMC net rates and B2B pricing: how operator costs actually work

How net rates, group breaks, and ground costs work when you buy Azerbaijan as a tour operator. Sample 2026 ground-cost ranges for FIT and groups, the FIT-to-group rate break, currency handling, the closed-border routing cost, and what moves a quote up or down. A standard private FIT day around Baku (car, English-speaking guide, entrance fees) costs a tour operator USD 180 to 320 net for two people in 2026, and group net rates start at 6 pax for Baku-only itineraries.
Why an Azerbaijan net rate is built differently from a European one
Three local facts move an Azerbaijan quote in ways a Spanish or Portuguese quote never does. No tour-operator licence exists, so a certificate proves nothing. Hotel star rating is legally mandatory and its criteria changed on 25 May 2026. And the land borders are closed to passengers, so any multi-country routing carries a paid air sector.
- There is no tour-operator licence here, so "licensed DMC" is not a filter. The State Tourism Agency's own FAQ states that no special consent, meaning licence, is required for hotel and tourism activity, under the presidential decree of 21 December 2015. The only stated requirement to open a tour company is a tax number (VÖEN). We read the page again on 10 August 2026 and the wording had not changed. Guide certification is voluntary too. Judge a partner on the quote and the named manager, not on a certificate.
- Hotel star rating is the one mandatory certification, and it moved this year. Under Article 9.1 of the Law on Tourism a hotel must hold a star category within six months of opening, and operating without one carries an administrative fine of AZN 2,000 to 5,000. The State Tourism Agency Collegium approved revised star criteria on 25 May 2026, adding a mandatory environmental and energy-saving block and assessing same-brand properties per building rather than per brand. A 4-star line on a 2026 Azerbaijan quote is therefore checkable in a way that a "boutique 4-star equivalent" line is not.
- The land borders are shut to passengers. For a circuit programme this is a cost line and a travel day, not a footnote. It is set out below.
What is a net rate?
A net rate is the cost to you with no retail margin attached. You add your markup and sell at your own price. A gross or retail quote already carries someone else's margin, which suits a consumer but not an operator, because you cannot see the components or set your own price against your market.
We quote per component: the room, the transfer, the guide, the entrance fees, each on its own line. That lets you do three things a blended bundle does not allow. You can move your margin where your market expects it. You can swap a 5-star property for a 4-star one to hit a price point without re-pricing the whole trip. And you can see exactly which line to push when you want a sharper number. If a ground partner sends you a single "per person from X" figure with no breakdown, you are buying blind.
What does a day of Azerbaijan ground touring cost in 2026?
A private FIT day in and around Baku, with a car, an English-speaking guide, and entrance fees, runs roughly USD 180 to 320 net for two people in 2026. A 44-seat coach day with guide runs USD 480 to 720, so the per-person cost for groups falls sharply as the coach fills.
The table below gives net ranges for the components that build most Azerbaijan trips. They are starting points for a conversation, not a fixed tariff, and they shift with season, property, and group size.

The big movers on any operator quote are the star level, the season, and the group size. The Formula 1 weekend, Novruz in March, and the GCC summer peak push Baku hotel rates well above the bands above, and you should price those windows separately rather than from an annual average.
One line worth checking against a public figure: the airport transfer. The airport publishes the Aeroexpress fare at 1.30 AZN a trip on a 2 AZN BAKU KART, running every 20 minutes from 06:00 to 23:15 and every 45 minutes overnight, roughly 30 minutes end to end. At what group size do rates break?
Group net rates start at 6 pax for Baku-only itineraries and at 8 pax per city on the Caucasus circuit through Tbilisi and Yerevan. Per-person cost keeps stepping down as the group grows, because the coach and the guide are largely fixed costs spread across more travellers.
The single biggest lever on per-person cost is group size. A 44-seat coach and one guide cost roughly the same whether 8 people or 38 people ride them, so the per-person ground cost falls steeply as the group fills.

Two practical notes. First, the break point is not linear: most of the per-person saving lands by the time a coach is two-thirds full, so a 30-pax group is not dramatically cheaper per head than a 38-pax one. Second, above roughly 80 pax we split arrivals into staggered transfer waves and add a second on-ground coordinator, which is a real line you should see in the quote rather than a surprise on the day.
Can a Caucasus circuit still be routed overland in 2026?
Not through Azerbaijan. The road land borders stay closed to passenger traffic under a special quarantine regime now extended to 06:00 on 1 October 2026, so Baku has to be entered and exited by air. The Baku to Tbilisi overnight train restarted on 26 May 2026, but tickets sell only to nationals who enter Azerbaijan visa-free.
That last restriction is the one that catches operators out. E-visa nationals, which covers US, UK, EU, Australian, and New Zealand passports, cannot buy a ticket and are not passed through the Boyuk Kasik checkpoint, so the rail restart does not solve a European circuit. Georgia to Armenia at Sadakhlo and Bagratashen is the one fully open land crossing in the region, and it runs 24 hours.
Two workable 2026 shapes remain: fly into Baku, fly Baku to Tbilisi, then run Tbilisi and Yerevan overland; or run Yerevan and Tbilisi overland and add a separate air sector to Baku. Armenia to Azerbaijan is not routable in either direction, by any mode. Price the air sector and the extra airport day into the quote at the start, because retro-fitting them after a client has seen a price is where circuit margins die. Which currency does Birtour quote net rates in?
Birtour quotes net in USD or EUR, and we can absorb the conversion to hold operator-currency terms for a season, so the rate you build your brochure on does not move under you while you are still selling. A fixed seasonal net rate protects a thin retail margin from manat and dollar movement during a long selling window.
For context on how much movement there has actually been: the Central Bank of Azerbaijan published the official rate at 1.7000 AZN to the dollar in its bulletin for 10 August 2026, the same figure as in the bulletin three days earlier. Our ground costs are contracted in manat and quoted to you in dollars, and across this season that leg has not carried drift. We hold the seasonal rate anyway, because the risk you are buying protection against is the one nobody prices in advance.
Do Azerbaijan DMCs pay commission, or is everything net?
Birtour quotes net by default: you see the cost lines and add your own markup. Some agencies, mostly US and UK retail, run their books on commission instead, where the ground partner publishes a gross rate and returns an agreed percentage after travel. Both models move the same money; they differ in who sets the retail price.
The conversion is one line of arithmetic: gross equals net divided by (1 minus the commission rate). A $1,000 net programme at 20% commission books as a $1,250 commissionable gross. If your accounting needs the commission format, tell us the percentage you book at and we return the same programme written that way. What matters is that you can always see the net underneath. A partner who will only show you a commissionable gross is hiding the number you negotiate on.
What should you never see on a net-rate sheet?
Three lines signal a padded quote, not a net one: a per-pax visa fee for nationalities that enter visa-free, an entrance fee quoted well above the published site price, and a single blended figure with no component breakdown, which means a reseller margin you cannot see. We itemise all three at cost or zero them where they do not apply.
The visa line is the clearest signal. Saudi, Omani, Bahraini, and Kuwaiti ordinary-passport holders have entered visa-free since 15 February 2026 on three entries of up to 30 days each, and that concession carries an expiry date of 15 February 2027 that anything selling into 2027 has to be re-checked against. UAE nationals hold 90 days and Qatari nationals 30 days under standing bilateral agreements. Japan and Korea joined the same unilateral scheme on 1 July 2026 and Singapore on 1 August 2026. We read the MFA visa-free register again on 10 August 2026.
Where a visa is genuinely needed, the e-visa runs through the ASAN system and issues within three working days. We used to print a figure for it here and have taken it out: the MFA publishes only a consular state fee of USD 20 single entry and USD 350 multiple entry, which is a different charge on a different channel, and the e-visa portal price is not published anywhere we can cite. Ask any partner quoting a visa line to show you the receipt rather than a round per-head number, and confirm the current position for your travellers' nationalities on the MFA register before you print a brochure. What we would not recommend
Four things we would push back on if you brought them to us as a benchmark, each because the number or the badge behind it does not exist in the form buyers assume. This is the section we would want read before a rate negotiation, not after one.
- Do not negotiate against a "standard Caucasus commission". We went looking again on 10 August 2026 and found no net-rate or commission benchmark published by ETOA, IATA, UNWTO, the Azerbaijan Tourism Association, ATAA, or the State Tourism Agency. The percentages circulating online trace back to one commercial vendor's own marketing page with no stated method. Negotiate against the quote in front of you.
- Do not buy on a "Grade A" badge alone. The Azerbaijan Tourism Board runs a DMC directory at tourismboard.az/dmc with Grade A and Grade B filters. On 10 August 2026 it returned zero companies for every filter and page we tried. The grading sits inside the state Tourism Register launched in May 2023; the public list a foreign buyer could check does not currently return anyone, so a grade claim is a claim, not a lookup.
- Do not price a peak window off an annual average. F1 race week, Novruz, and the GCC summer peak sit far above the bands in the table. We quote those separately and would rather lose the enquiry than hand you a number that breaks in confirmation.
- Do not build a 2026 three-country overland loop. It cannot be operated. See the routing section above.
