Three-country Caucasus tour or Azerbaijan in depth: which one fits

"Should we see all three Caucasus countries in one trip, or just do Azerbaijan properly?" We hear this from Japanese travellers and from the agencies that serve them, and any answer from us has to start with a declaration of interest. Birtour is a destination management company based in Baku, and Azerbaijan is the only country we operate. This page is not neutral. What we offer instead is verifiability: the actual three-country products sold in Japan, named, priced and dated, so every figure below can be checked against the operator's own website.

The verdict up front. If this is your first Caucasus trip and you want the full picture, a three-country circuit is the better product. If you are travelling for Nakhchivan, Khinalig, Ganja or the eight VIVANT filming regions, no circuit sold in Japan reaches them. Distance is what stops them, not our preference.

Why this comes down to distance, not preference

A nine-day Caucasus circuit loses two days to the Japan round trip and splits the remaining seven across three countries. Azerbaijan gets one and a half to two and a half of them. That allocation is arithmetic, not product design, and it decides the whole comparison before anyone argues about quality.

The second thing that decides it is the map of open borders, and that map moved in 2026. Two of the three land crossings in a Caucasus loop are not available to a passenger the way a brochure map implies, which changes what a circuit can physically be. We gave that its own section below, because an itinerary drawn on a closed border is worse than no itinerary.

Which three-country Caucasus tours are sold in Japan?

Four products, checked by us on each operator's own website on 28 July 2026: Five Star Club and World Air Service sell nine days from 525,000 and 545,000 yen, Saiyu Travel ten days at 678,000 to 748,000, Eurasia Travel nine days at 718,000 to 798,000. All include international flights, per person, two sharing a room. Product names are our translations of the Japanese originals.

Saiyu Travel's ten-day is capped at 16 travellers, escorted by a tour conductor, and flies Qatar Airways with no fuel surcharge; departures are 6 August, 12 September and 1 October 2026. Eurasia Travel's nine-day departs 6 August, 1 October and 10 October 2026.

One thing to notice about those dates if you are salaried. Silver Week 2026 runs Saturday 19 September to Wednesday 23 September, the first five-day September block since 2015, and none of the six departures above starts inside it. Saiyu's 12 September departure runs into the block from the outside; the rest miss it entirely. Fixed departures are the trade-off you accept for an escorted product, and for one specific week in 2026 that trade-off costs more annual leave than usual.

The same nine days spanning 525,000 and 798,000 yen means everything except the day count differs. The cheapest of the four, Five Star Club's nine-day, is not escorted; a local representative meets the group for transfers, and part of the price gap sits right there. Airline, cabin and hotel category account for the rest. World Air Service also sells business-class versions of its nine-day at 1,195,000 or 1,225,000 yen, and its year-end ten-day departure, built around winter views of Mount Ararat, runs from 698,000 yen in economy to 1,478,000 yen in business.

Longer products exist. World Air Service's 15-day starts at 698,000 yen in economy. Eurasia Travel's 16-day allocates about four days to Azerbaijan, but had no bookable departures when we checked.

How many days do the circuits leave for Azerbaijan?

Between one and a half and two and a half. The Japan round trip reliably consumes two of the nine or ten days, and the remainder is split across three countries. The thickest allocation is Saiyu Travel's ten-day, which reaches Baku, Shamakhi and Sheki. Eurasia's nine-day spends about a day and a half, centred on Baku.

So what fits into two and a half days? Here are the distances and times as we actually drive them with groups on board.

The reason is the shape of the country. Guba is north of Baku; Shamakhi, Gabala, Sheki and Ganja run west; Nakhchivan is an exclave with no road connection to the mainland at all. Azerbaijan is not one loop. It is two arms and an island: the northern arm costs a day, the Ganja round trip effectively costs two, and Nakhchivan needs two domestic flight sectors and two nights. None of that can be carved out of a nine-or-ten-day itinerary that also has to cover Georgia and Armenia. The full geometry, leg by leg, is in our eight-region map.

Counted in World Heritage sites, Saiyu Travel's ten-day reaches three of Azerbaijan's four: the Walled City of Baku, Gobustan, and the Historic Centre of Sheki with the Khan's Palace. The one it misses is Khinalig, inscribed in 2023. The Baku-only nine-day products collect one or two.

Counted in the eight regions Baku Media Center named as VIVANT season two filming regions, two and a half days buys Baku, Shamakhi and Sheki, three of the eight. A day and a half buys Baku alone.

Can you still cross the Caucasus land borders in 2026?

Only partly. Azerbaijan's road borders stay closed to passenger traffic under a special quarantine regime currently running to 06:00 on 1 October 2026, so Azerbaijan is entered by air. The Baku to Tbilisi night train came back on 26 May 2026 but sells only to visa-free nationals. Georgia to Armenia is open.

The quarantine regime is the piece that catches people out, because it is a rolling instrument rather than a permanent rule. It has been extended in roughly three-month steps since 2020; the current extension, signed by Prime Minister Ali Asadov and reported on 24 June 2026, runs to 06:00 on 1 October 2026. If you are reading this after that date, the question is not whether the border is open, it is whether the regime was rolled again.

The rail restart is the genuine 2026 news. The Baku to Tbilisi night train came back on 25 and 26 May 2026 after six years, in new Stadler sleepers: Baku 23:10 to Tbilisi 08:41, Tbilisi 21:00 to Baku 06:24, daily in both directions, 85 to 189 AZN depending on class, which is roughly 50 to 111 USD. Immigration is done on board at Boyuk Kasik on the Azerbaijani side and Gardabani on the Georgian side, and that stop runs about two hours.

Here is the catch, and it is the reason we treat this train as unsold rather than sold. Tickets are restricted to Azerbaijani citizens and to nationals of countries with visa-free entry to Azerbaijan. Nationals who need an e-visa, which covers the United States, the EU, the United Kingdom, Australia and New Zealand, cannot buy one. Japanese passports have sat in the visa-free category since 1 July 2026, so on the published rule a Japanese traveller qualifies. We have not been able to confirm that against the railway's own booking channel, and we will not hold a group on our own reading of a ticketing rule. If a seller offers you that leg, ask to see the ticket issued in your name before you commit to anything else in the itinerary.

Azerbaijan and Armenia are the flat no. The land border is closed, the two countries have no diplomatic relations, and the 2025 to 2026 thaw has not touched tourist movement. Aliyev and Pashinyan initialled, and did not sign, a peace text at the White House on 8 August 2025. Azerbaijan lifted its ban on goods transiting to Armenia in October 2025 and grain began moving through in November. A framework for the TRIPP corridor was published in Washington on 13 January 2026. All of that is freight and diplomacy. None of it opens a border crossing to a tourist.

Which is why Georgia sitting in the middle of every circuit is not a routing preference. It is the only available shape. And it is why we would ask a hard question of any 2026 brochure that draws a coach line between Baku and Tbilisi: which mode do you cross on, and can my passport hold that ticket? Ask it in writing before you pay a deposit.

One gap we flagged here has now closed, and the answer is more useful than the gap was. The air-in, land-out shape is permitted, and it is a right rather than a permission: Azerbaijan's foreign ministry states that foreigners may leave through land borders without the authorisation land movement otherwise requires. Gebeco, Ikarus, Djoser and Kel 12 all sell exactly that crossing on 2026 departures, at Balakan/Lagodekhi.

The rail question is separate and runs the other way. The Tbilisi sleeper applies its visa-free eligibility rule to exit as well as entry, so an e-visa client is turned back at the border. Road open, rail closed, for the same passport.

What a three-country circuit does that we cannot

Three things, none of which we can substitute. Georgia's mountain and monastery landscape has no Azerbaijani equivalent. Armenia's monastery architecture has none either. And a Japanese-speaking tour conductor who carries a group through three borders, three currencies and every hotel booking from Narita back to Narita is a product our scope simply does not extend to.

Kazbegi under its mountain in Georgia, the Svetitskhoveli Cathedral at Mtskheta, Geghard monastery and Khor Virap in Armenia: Azerbaijan has no equivalent of any of them, and neither does our tour. Nothing we sell substitutes for that list.

There is also the flight logic. No nonstop connects Japan and the Caucasus. On the one-stop routings that exist, checked on 11 August 2026, the shortest total journey time Tokyo to Baku is 12 h 35 via Beijing, with Dubai at 13 h 35, Doha at 15 h 55 and Istanbul at 16 h 00; the European hubs run 18 hours and over. Eastbound is faster by roughly two hours on almost every routing. Only three carriers sell the whole route on their own ticket: Turkish, Qatar and Lufthansa. Getting three countries out of one long-haul round trip is rational design, not shallowness; the round-trip cost is being divided by three. We also do not talk down the escorted format. Our scope ends at the Azerbaijani border, and everything past it is somebody else's responsibility to carry in Japanese.

• It is your first Caucasus trip and you want to see how the three countries differ with your own eyes.
• Georgia's mountain scenery or Armenia's monastery architecture is the main goal of the trip.
• You want a Japanese-speaking tour conductor with you for the whole route.
• You are a party of two keeping costs down (the numbers are in the next section).

Who is better served by Azerbaijan in depth

Six reader profiles, and they share one trait: a specific place or a specific date that a fixed-departure circuit cannot deliver. Nakhchivan, Khinalig and the full set of eight filming regions all sit outside a two-and-a-half-day allocation. So does any traveller whose only usable week is one the operators did not schedule a departure in.

• You want Nakhchivan. It needs two domestic flight sectors and two nights, and no three-country product includes it.
• You want Khinalig, the village at about 2,350 m reached by 60 km of mountain road above Guba, a World Heritage site since 2023.
• You want all eight VIVANT filming regions. Our ten-day itinerary is the only product that reaches every one of the eight regions Baku Media Center named.
• This is your second Caucasus trip and the first one only gave you Baku.
• You want to set your own departure date; the circuits run on each operator's fixed departures, and in 2026 none of them opens inside Silver Week.
• You are a group of eight or more. The reason is cost, and it gets its own section.

Which is cheaper, the circuit or Azerbaijan alone?

It depends on group size, and the crossover is sharper than most people expect. For two travellers the circuits win outright. At 7 to 10 travellers the totals pull level. At 16 to 20 our ten-day total is clearly lower and the trip is a day longer. Group size moves our per-person ground price by a factor of more than two and a half.

This is the most misread part of the comparison, so here is the arithmetic. Our ten-day tour covers ground services inside Azerbaijan only, with no international flights, so a like-for-like total needs airfare added. On 26 July 2026 the lowest Turkish Airlines Tokyo to Baku round trip in economy was 232,890 yen, about 1,420 USD at the rate we use below (164 yen to the dollar, 27 July 2026).

Read the first two rows honestly. For a party of two, the three-country circuit is cheaper than our tour and shows you three countries instead of one. We are the more expensive option with less coverage, and in that configuration we recommend the products above, not ours.

At 7 to 10 travellers our total pulls level with the cheapest circuits, and the choice becomes nine days across three countries or ten days inside one. At 16 to 20 we are clearly cheaper, with one more day of trip.

One reservation about the airfare figure: 232,890 yen is the lowest fare with seats available, not a number to budget on. Google Flights on the same day showed 1,300 to 2,200 USD as the going range for the same round trip. A steadier series to plan against, which we re-checked on 22 August 2026, is the cheapest all-in Tokyo to Baku return by departure month on the Japanese metasearch tour.ne.jp: 185,732 yen for a September 2026 departure, 174,580 in October, 181,200 in November, 174,130 in December, 196,776 in February 2027 and 227,880 in April. August 2026 departures had left the series by that read, and the March 2027 row carried an outlier quote we have left out. Those figures already carry the fuel surcharge, airport fees, the international tourist tax and the booking fee, and they run across carriers rather than one. They sit below the 232,890 yen above because they measure something different, not because the earlier figure was wrong.

We have left the table on the 232,890 yen it was built from rather than rebuilding it, so the arithmetic stays checkable line by line. Treat the airfare component as a placeholder and substitute the month you actually intend to fly. The full arithmetic on the ground-services side, with our complete price grid, is in the cost guide.

What we would not recommend

Four things. We would not book a 2026 Caucasus product showing an overland coach leg into Azerbaijan without written confirmation of the crossing. We would not hold a group on the Baku to Tbilisi train before tickets are issued. We would not sell our ten-day tour to a party of two. We would not quote Nakhchivan without a weather contingency.

The border ones are about liability landing on the traveller rather than the seller. A closed crossing does not refund an air ticket, and a ticketing rule read optimistically strands a group at a rail checkpoint at two in the morning.

The party-of-two one costs us money and we write it anyway, because a client who pays us 5,150 USD for one country when 525,000 yen buys three is a client who tells the story that way afterwards.

The Nakhchivan one is weather, not politics. Baku to Nakhchivan flights were suspended and restored twice during 2026, most recently reported on 7 July, and there is no road alternative when a sector cancels. We quote that leg with a rebuild day or we quote it with the risk stated in the confirmation. We do not quote it as routine.

Can you do both in one trip?

Yes, by adding days at one end rather than by splicing the middle. All four products enter through Azerbaijan and exit from Armenia, with Georgia between them, and none of them crosses directly between Azerbaijan and Armenia, because that border is closed. So the Azerbaijan block can only be thickened before the package starts or after it ends.

Two consequences follow for route planning. Transfer days multiply. And Azerbaijan can only open or close the route, never sit in the middle of it.

Which means the way to thicken the Azerbaijan portion is fixed: arrive in Baku a few days before the package starts and book that stub separately. We arrange exactly that portion. How the package's flights and meeting point handle an early arrival is the selling company's decision, so confirm with them before moving any dates.

On entry rules we only write what we can stand behind, and only for Azerbaijan. The Japanese embassy in Baku published the terms on 2 July 2026: Japanese passport holders need no visa to enter between 1 July 2026 and 1 July 2027, with a maximum of three entries across that whole window and a maximum of 30 days per entry, counted by the entry stamps in the passport. Read that as three entries in total, not three a year. A stay of 15 days or more separately triggers registration with the State Migration Service, which a hotel normally files on your behalf, and missing it can produce a fine on exit. Two things we will not assert. Whether the waiver is limited to tourism: the embassy page states no purpose restriction while several secondary sources say tourism only, and we could not find the underlying decree. And anything about Georgian or Armenian entry rules, which we are not in a position to verify. One practical warning while you check: Azerbaijan's own outward-facing tourism site was still showing the pre-waiver e-visa position for Japan when we looked on 11 August 2026. Read the embassy page, not that one.

For Japanese travel agencies

We quote the Azerbaijan segment alone at net rates, as an operating DMC in Baku rather than a reseller: transfers, English-speaking guides, hotels, domestic flights, entrance fees and permits. Japanese-speaking guiding is quoted the same way, with one difference we state before you price a departure. We confirm it booking by booking instead of holding a standing allocation, and the Japanese-speaking guide page explains why.

The distance table above explains the request we hear most: growing the Azerbaijan block from two days to four, or adding Sheki. A two-and-a-half-day cap is not lazy product design; it is what fitting three countries into nine or ten days forces. It also means a product with four days in Azerbaijan has almost no competition in the Japanese market yet.

There is a second, newer argument for the four-day shape. With Azerbaijan reachable only by air, any circuit now carries an air sector between Baku and Tbilisi that a 2019 brochure did not. Once a client is paying for that sector regardless, the marginal cost of two more nights in Azerbaijan falls, and the itinerary reads better for it.
