Azerbaijan visa rules for Japanese travellers: visa-free until 1 July 2027

Japanese ordinary-passport holders can visit Azerbaijan for tourism without a visa between 1 July 2026 and 1 July 2027. Up to three entries inside that window, up to 30 days on each one. From the fourth entry a valid visa is required again, and an entry made on 1 July 2027 itself is still covered.

The measure comes from Azerbaijan's State Migration Service. The clearest statement of it in Japanese is the page the Japanese embassy in Baku published on 2 July 2026, and the same terms appear on the government's own e-visa portal, evisa.gov.az. We first checked this on 28 July 2026 and re-read every source on 11 August 2026. South Korean passport holders are covered on identical terms.

Birtour is a destination management company based in Baku. We wrote this page because most of what a Japanese traveller finds on the subject is out of date, including some sources that ought not to be.

What changed in this review?

On 19 September 2026 we found the State Migration Service's own notice specifying tourism and ordinary passports. This resolves the purpose restriction that our August edition could not confirm. The time window and three-entry limit remain published on the ASAN country list. Border access and permission to work are separate questions.

Do Japanese passport holders need a visa for Azerbaijan?

The temporary concession covers Japanese ordinary passports used for tourism: up to three visits in the 1 July 2026 to 1 July 2027 window, each no longer than 30 days. A fourth entry needs a visa. Check diplomatic and official passports under their separate arrangements.

Three entries do not allow one continuous 90-day stay. Count each traveller's entries and confirm the position for a trip close to the expiry date. The same temporary tourism concession covers South Korean ordinary passports.

For an e-visa, the passport must remain valid for at least three months after the visa expires. For visa-free travel, confirm passport validity with the Azerbaijani embassy and airline before departure; do not assume the exemption removes document checks.

Does the exemption cover business travel or filming?

The Migration Service specifies tourism and says travellers coming for other purposes need the appropriate visa. A conference, paid assignment, study period or media trip should therefore be checked under its actual purpose before tickets are issued.

Our August edition described a disagreement between reporting and the Japanese embassy summary. The Azerbaijani authority's notice now provides a direct source for the tourism restriction. An e-visa is not permission to work: the ASAN conditions separately address paid employment and prior accreditation for foreign media.

When must Japanese visitors register their stay?

For a stay longer than 15 days, arrange registration within 15 days of arrival. The State Migration Service procedure gives the deadline and an arrival-date calculator. Registration has no state fee.

Ask the hotel to confirm completion. For a private home or short-term rental, agree who submits it with the host. A move normally requires registration at the new address within five working days. The old 10-day wording still visible in ASAN's FAQ conflicts with the Migration Service's current procedure and ASAN's own conditions.

What if the exemption does not apply to you?

Check the visa category and the border route separately. A visa does not make a restricted road or sea crossing available.

The Migration Service's rail notice covers Azerbaijani citizens and foreigners entitled to visa-free entry in both directions. Someone who needs a visa for a fourth visit should not assume they still qualify for this exception.

The official visa information lists arrival visas for eligible nationalities at Azerbaijan's international airports. It does not describe a visa desk at a land border, and the rule is not limited to Baku airport. Confirm applicability to the actual arrival airport.

The standard ASAN fee is USD 29 in total, with three-working-day processing; urgent processing is three hours, with its fee to be checked at checkout. The visa permits one entry and a stay of up to 30 days during its 90-day validity. A longer stay needs a separate lawful basis, not a different reading of the 90 days.

How do you spot a page that still carries the old rule?

Two tests. Does the page carry a date, and does it agree with the Japanese embassy page dated 2 July 2026. On 11 August 2026 Azerbaijan's own tourism site still published the pre-waiver e-visa position for Japan. Official-looking is not the same as current, and this page is not exempt from the test either.

Three specific traps we walked into ourselves while checking.

The Azerbaijan tourism board's Japan page at azerbaijan.travel still described the e-visa requirement on 11 August 2026, six weeks after the rule changed. It is the site a search for "Azerbaijan visa Japan" is most likely to surface, and it is wrong.

A migration-ministry PDF listing visa-free countries shows Japan at 90 days. It is dated December 2022 and it covers diplomatic and service passports only. Anyone reading it as an ordinary-passport rule comes away with both the wrong duration and the wrong basis.

The Japanese-language pages a traveller trusts most were the slowest to move. When we first published this on 28 July 2026, the Japanese Wikipedia article on Azerbaijani visa policy still listed Japan under e-visa. The embassy is the one that has since changed: its page dated 2 July 2026 now sets out the waiver in Japanese, and it is the source we would take to a border.

The observations about other websites above date from August 2026. For current entry planning, use the official links in this September review and recheck before travel.

How do you get to Baku from Japan?

Our 11 August 2026 route snapshot showed no non-stop service and twelve one-stop hubs. Treat the following journey times as that dated snapshot and check current connections with the airline. Shortest total journey times westbound from Haneda were Beijing 12h35, Delhi 13h30, Dubai 13h35, Doha 15h55 and Istanbul 16h00. Eastbound runs faster on the same hubs.

Three carriers sell the whole way on one ticket: Turkish Airlines, Qatar Airways and Lufthansa. Two corrections to assumptions we hear regularly. Emirates does not fly Dubai to Baku itself; that sector is operated by Azerbaijan Airlines and flydubai, about three hours, daily, and Emirates markets it as a codeshare. And route databases did not agree on whether an Abu Dhabi connection was sellable on the day we re-checked, so confirm that routing on the airline's own site rather than on an aggregator. Historical fare examples from tour.ne.jp on 22 August 2026 follow. These are not current offers or availability checks; obtain a new quote for your departure date. The original comparison included return economy, fuel surcharge, airport fees, the international tourist tax and booking fee:

August 2026 departures had left the series by that read, it again carried no January 2027 quote, and the March 2027 row showed an outlier figure we have left out, so we are not filling those gaps by guessing. Every month in the table falls inside the waiver window, which closes on 1 July 2027.

What we would not recommend

Five things we tell Japanese clients not to do, roughly in the order they cost money. Do not plan a land crossing on the strength of an airport arrival visa. Do not build a thirty-one day stay. Do not use the tourism waiver as permission for a working trip. Do not skip registration on a two-week stay. Do not take azerbaijan.travel as your entry-rules source.

We would also not book a trip that straddles 1 July 2027 on the assumption that the waiver rolls over. It was introduced unilaterally for a fixed twelve months, no extension has been announced, and a departure in late June 2027 returning in July is a different visa position on the way in and the way out.

And we do not file visa applications on behalf of guests. We will tell you which route applies, and we will confirm in writing which one your itinerary needs before you book flights, but the application is between you and the Azerbaijani authorities. Any agency charging a fee to submit an e-visa is charging you for a form you can fill in yourself in about ten minutes.
