Azerbaijan ground handling for Kazakh tour operators

Kazakhstan has several published gateway options to Baku and a passport that can be sold both a 90-day stay and a Baku to Tbilisi rail leg. What that combination lets a Kazakh operator build, what the secondary-city departures do to trip length, the 30-day registration rule that applies to Kazakhs and almost nobody else, and how we contract in a market that buys in Russian.
Birtour is a Baku-based DMC and this page is for a Kazakh product manager deciding how much Azerbaijan to build for the next season. Two facts shape everything else: a Kazakh passport carries 90 days visa-free and is one of the few that can be sold a Baku to Tbilisi rail leg, and Kazakhstan has several published gateway options for Baku. Together those change the product from a city break into a circuit.
Why Kazakhstan is one of the few markets worth building this year
The honest headline first, because a page that opens with a growth story you can disprove in one search is worth nothing.
Azerbaijan's inbound market is down. Total arrivals were 1,092,600 in January to June 2026, 10.3% below the same half of 2025, after a full year 2025 that was itself down 2.1% at 2,570,212. Anyone telling you this destination is booming is selling something.
Kazakhstan is one of the exceptions inside that decline, and that is a better argument than a boom would be:

Kazakhstan was Azerbaijan's seventh-largest source market in 2025 at about 4.0% of arrivals, roughly 103,000 visitors. We are rounding that on purpose: the statistical committee publishes country splits as one-decimal percentages rather than counts, so any five-digit figure you see quoted for Kazakhstan is a back-calculation dressed up as a measurement.
The destination is placing its own bets in the same direction. In July 2026 the Azerbaijan Tourism Board hosted roughly 20 Kazakh and Uzbek operators on a four-day familiarisation trip, 21 to 24 July, with a B2B session alongside about 80 Azerbaijani suppliers. And on 20 August 2026 the president approved a State Programme for Tourism Development 2026 to 2030, which includes subsidies for charter flights and for operators measured on foreign tourists actually delivered. If you are weighing a series or a charter block, that is a live policy worth asking about rather than a press release.
What a Kazakh passport can be sold that most cannot
Two rules, and the combination is rare.
Ninety days visa-free, reciprocal, on any valid passport type. No e-visa fee, no three-working-day lead time pinned to your latest sale date, no per-passenger visa line in the quote. For comparison, a Polish or Spanish client on the same itinerary costs USD 29 each and cannot be sold after the three-working-day cutoff.
Rail eligibility. Since 25 May 2026 the Baku to Tbilisi sleeper sells tickets only to Azerbaijani citizens and to nationals who enter Azerbaijan without a visa. Kazakhstan qualifies. The United Kingdom, United States, Germany, France, Italy, Spain and Poland do not, in either direction, and an e-visa passenger is refused at the checkpoint.
So the product a Kazakh operator can build is a genuine two-country Caucasus circuit with a surface sector in it. Train 38 leaves Baku at 23:10 and reaches Tbilisi at 08:41, daily, on Stadler sleeper stock of roughly 200 berths, from about 81 AZN one-way. It removes a hotel night and an air sector from the middle of the itinerary and it is a feature a European competitor selling the same region cannot copy.
One detail worth knowing because it applies to Kazakh citizens and almost nobody else: registration with the State Migration Service is required after 30 days of stay, not 15. Every other visa-free nationality registers at 15. For a long incentive programme, a seasonal rep, or staff you post to Baku for a season, that is a real administrative difference.
Confirm the rail rule with ADY before you sell it. Their booking portal would not serve us a page to verify against, and we will not stand behind a carrier's ticketing policy on a web page.
Kazakhstan gateways and trip length
This route shortlist was rechecked against carrier pages on 27 September 2026. A published route or fare page is not a confirmed nonstop itinerary, group allotment or fixed frequency for your dates. Check the operating carrier, stops, outbound and return flights before fixing hotel nights.

FlyArystan’s summer announcement gives an Aktau–Baku season of 1 April–23 October 2026, with Wednesday and Friday flights. That announcement applies to FlyArystan. It does not establish that every carrier stops serving Aktau in winter: AZAL’s route page displays November/December 2026 and 2027 offers. These advertised offers still require booking confirmation and do not prove group seat availability.
Build the programme from the actual arrival and departure times. A late arrival can add a hotel night without adding a sightseeing day; a morning departure can shorten the final day. Compare Baku-only and regional routes after those timings are known, rather than prescribing four, five or six nights from an old weekly schedule.
How we run Kazakh groups
Russian is the working language, on the sales desk and on the ground, alongside Azerbaijani, English and Turkish. That is not an accommodation we add for this market; it is how the office already runs, which is why a Kazakh operator gets the same response standard as a Turkish one rather than a translated version of it.
Kazakh-language guiding is a different claim and we will not blur the two. Turkic-language guiding for a Kazakh-speaking group is confirmed per booking against actual dates rather than published as standing capacity, because guide availability in any language moves with the season. Ask at brief stage and you will get a straight answer for those dates.
Request a component-level net quote, a named operations contact and a schedule for supplier confirmations. Room-block release dates, response arrangements and the proposal deadline must be agreed for the specific brief. A planning quotation does not reserve rooms.
The money question, answered rather than dodged
Ask for the quotation currency, invoice currency and validity period in the written offer. Supplier price bases and any currency conversion should be stated alongside the programme inclusions.
If your agency needs a tenge-based comparison, explain that in the brief and agree the conversion basis before comparing offers. Confirm responsibility for exchange-rate changes and remittance charges in writing.
Agree the deposit amount, balance deadline, invoicing currency, cancellation and refund conditions, and any credit approval in the written programme agreement. Request any relevant insurance documents for review before signing. No fixed payment schedule or credit entitlement is established by this page. What we would not recommend
- Assuming one carrier’s season applies to every Aktau flight. Check the actual carrier and travel dates; FlyArystan’s summer announcement does not rule out AZAL winter options.
- Quoting a Shymkent or Atyrau group a trip length before checking the return flight. Confirm the actual outbound and return flights before fixing the number of hotel nights.
- Selling a three-country overland Caucasus loop. Azerbaijan's road land borders stay shut to passenger traffic to at least 06:00 on 2 January 2027. The rail sector is the only surface movement, and only Georgia connects.
- Assuming Almaty pricing applies to the secondary cities. Compare actual quotes for each gateway, including baggage, arrival times, return dates and group terms.

- No. Kazakhstan holds a reciprocal visa-free regime with Azerbaijan for 90 days, on any valid passport type including ordinary passports. - Can Kazakh clients take the Baku to Tbilisi overnight train?
- Yes. ADY sells tickets only to Azerbaijani citizens and to nationals who enter Azerbaijan visa-free, which includes Kazakhstan. Your clients can be sold a surface leg between Baku and Tbilisi that British, American, German, Polish and Spanish clients cannot board. Confirm with the carrier before you build a brochure around it, because ADY's own booking portal would not serve us a page to verify against.
- How many direct flights connect Kazakhstan and Baku?
- Consider Almaty, Astana, Aktau, Shymkent and Atyrau using the carrier references below. These are gateway options, not a confirmed count of nonstop routes or flights on every date. Check the operating itinerary, season and group availability with the carrier before quoting.
- Why do secondary-city departures change the itinerary?
- Outbound and return flight times determine the usable sightseeing days and hotel nights. Confirm the actual flights before choosing a Baku-only or regional route; an old weekly frequency does not establish the options for a new group.
- Which language do you run Kazakh groups in?

- Not overall. Total arrivals fell 10.3% to 1,092,600 in the first half of 2026, after a 2025 that was itself down 2.1%. Kazakhstan is one of the exceptions: more than 50,000 Kazakh visitors in the first half of 2026, up about 11%, while Gulf arrivals fell 31.4%. Uzbekistan grew faster still at 49%.
