Why cost a product launch in Baku at 100 guests?

Because the two things a launch needs that a conference does not, a controllable outdoor reveal and a city that will close a road for it, are cheaper and faster here than in the EU capitals brand teams default to. A Baku road closure runs 9 working days against 6 to 10 weeks for the same brief in Milan or Madrid, and a Cabinet-level blackout window is a real option rather than a refusal.

What does a 100-person product launch in Baku cost, line by line?

USD 1,500 to 1,900 per person: two nights in a single 5★ anchor, an evening reveal under projection or LED on a closed road or waterfront, a press day and one plated dinner. The table below shows how the per-head figure assembles and where the 2024 DACH file sat against it.

The shared-cost row is the branded stage, two days of plenary AV, a non-central road closure, dinner entertainment, coaches, two arrival waves and a coordinator team at the published bands, about USD 16,000 to 36,000 before the reveal element. The DACH column is not a comparable of this scope. Which permits does a reveal on a closed road or waterfront need, and how early?

A road closure, a blackout window if the reveal is outdoors after dusk, and the venue's own lead time. Across several hundred applications since 2019, a non-central road closure clears in 9 working days and a coastal-boulevard segment in about 4 weeks, at USD 1,800 to 8,400. A blackout window takes 4 to 6 weeks through the Cabinet of Ministers. National Flag Square carries a 6-week lead of its own.

Two facts about the waterfront matter this month, and neither comes with a form. The Seaside Boulevard Administration, which controls the boulevard alongside Flag Square, was converted into "Seaside Boulevard" CJSC by decree on 25 August 2026, as reported by APA. And the Baku City Executive Power's own site publishes no event-permit page at all. We treat both as direct-approach relationships with us as the named applicant, and start them 12 weeks out for anything with a boulevard segment or a blackout. Can we film the reveal by drone?

Yes, under a special permit, with a state-registered aircraft, flown by a locally licensed operator. A presidential decree of 3 August 2026 allows civilian UAVs to circulate only under a special permit, per APA's official-news wire. Amendments reported by News.az in June 2026 add registration, operator certificates and a flight request at least three hours ahead in designated zones. Our filing median is 8 to 14 working days.

We plan against the three-hour rule as if it is in force, so the aerial sequence is rehearsed on a filed slot rather than improvised at dusk. On the 2024 file the first application for Flag Square airspace was refused on national-security grounds; the re-application with a 50 m perimeter exclusion cleared in 5 working days. We do not quote that 5-day figure forward. Four weeks of float goes into the proposal, and a foreign crew arriving with its own unregistered aircraft is the most common way a waterfront reveal loses its aerial.

Which venues can take a reveal for 100, 300 or 1,000 guests?

At 100, an art space or a hotel ballroom. At 300, the Heydar Aliyev Center, which we have configured for 180 to 600 banquet, or Four Seasons Segah at 300 banquet. At 1,000 and above, Buta Palace or Baku Crystal Hall. Outdoors, National Flag Square is configurable from 80 to 500 in the layouts we have run.

How do we get trade press to Baku and into print within 72 hours?

Build the press day into the two days rather than after them. On the 2024 DACH file, 14 outlets ran within 72 hours because the briefing happened on arrival, the interview and test slots ran the next morning, and the reveal sat between them. Brand teams often want the reveal on the final night so the programme builds to it. We push it to the evening of day 1, so the press has a morning of interviews and test slots to write against before the flight home.

The arrivals grid decides whether the press day works. On that file the press waves collided with two staggered KLM and Lufthansa arrivals, so we split the inbound shuttle into a 3-coach rotation and staffed a dedicated arrivals desk for 14 hours on day minus 1. That desk is the USD 1,100 to 1,600 per wave line, and a mixed dealer and press list usually needs two or three of them. Lufthansa is the sole nonstop from Frankfurt, AZAL the sole nonstop from Vienna, and Munich has no nonstop to Baku at all. What moves the price up or down by 20%?

Up: the September calendar, a second language pair, pyrotechnics, and an outdoor build in the wrong season. Down: a local LED build instead of a flown-in projection rig, and a 4★ hotel.

• The September squeeze. The 2026 Grand Prix runs 24 to 26 September and ADEX opens four days later, 30 September to 2 October, so race-weekend pricing and exhibition hotel blocks move together. The dated clashes are in the Baku exhibition and congress calendar 2026-2027.
• Headcount cuts do not scale the shared lines. Venue minimums, AV setup and the arrivals desk stay flat, so halving a group from 50 to 25 raises the per-person cost about 30%. A 100-pax launch trimmed to 60 goes the same way.
• The hotel category. Two nights at 4★ instead of 5★ saves USD 200 to 300 per head on the published bands.

What we would not recommend, and what we do not claim

• An outdoor projection reveal between November and March. Baku's Khazri gusts have exceeded 29 m/s and November is the wettest month. Late April to early June and early September to late October are the windows we push an outdoor build toward, and we price a covered fallback into anything outside them.
• Pyrotechnics written into a brief as a certainty. There is no public application route for a private display; every one we run is negotiated, and a refusal is a real outcome.
• A remote-managed reveal. The brand's experience producer on the DACH file worked with our permit team from 8 weeks out. City-level cooperation does not survive three layers of agency translation.
• What we do not claim. We publish no band for projection mapping, for the National Flag Square waterfront or for the Heydar Aliyev Center's hire terms, because none has a published tariff and our quote history is not a rate card.
