Getting 200+ Wedding Guests to Baku: Azerbaijan e-Visa, Group Handling and Direct Flights (2026)

Birtour is a Baku-based DMC that produces Indian and GCC-resident Indian weddings, and moving 200-plus guests to Baku is a managed process rather than a scramble. The facts that drive the plan, all re-checked on 10 August 2026: an Indian passport holder needs an e-visa at USD 29 that clears in about three working days, the portal takes a single group application for 10 to 300 people, Delhi to Baku is one Azerbaijan Airlines daily at a 4 hour 40 block, and Heydar Aliyev airport is a 25 to 40-minute drive from the city hotels. Confirm live fees and rules on the official portal, evisa.gov.az, before you brief anyone.

Why guest logistics decides your guest list

For a 200-guest Indian wedding in Baku, the constraint is not the ballroom. It is how many people can get a visa, get a seat and get through the terminal on the days you need them. Through September 2026 the whole India to Baku market is one Azerbaijan Airlines daily from Delhi and one from Mumbai.

That is the number that reshapes a plan. Two narrowbody rotations a day cannot land 200 people from India inside a 24-hour window, so an India-origin wedding either spreads arrivals across three or four days or routes part of the group through Dubai. A Gulf-resident guest list does not have that problem: Dubai to Baku runs sixteen nonstops a week. We size the room block and the welcome dinner off the real arrival spread, not off the wedding date.

Does an Indian passport holder need a visa for Azerbaijan?

Yes, in almost every case. India is on the e-visa eligibility list and is not on the visa-free list. The one carve-out we can source: the Azerbaijan Embassy in the UAE states that UAE resident visa holders with at least six months of residence validity and four months of passport validity get a visa on arrival at the airport.

Read that carve-out narrowly. It comes from the Embassy of Azerbaijan to the UAE, the page carries no revision date, and the embassy itself directs anyone whose residence visa has under six months left back to the e-visa route. The Ministry of Foreign Affairs also lists residence-permit holders in Saudi Arabia, Oman, Bahrain, Qatar and Kuwait among those eligible for a visa on arrival, but that same MFA page still presents the 2025 Formula 1 visa-on-arrival window as if it were live, so we do not brief guests off it. Our working rule for a wedding: everyone on an Indian passport files an e-visa, whatever their residence, and any visa on arrival they turn out to be entitled to is a bonus rather than the plan. What the e-visa costs, how fast it clears, and what nobody publishes

The official portal states USD 20 as the state fee plus USD 9 as a processing service fee, so USD 29 all in, and describes the state fee as non-refundable under any circumstances. Standard issue is three working days; an urgent lane issues within three hours regardless of holidays. The urgent surcharge is not published on any government page we could reach.

The rest of the conditions matter for a wedding week. The e-visa is single entry, valid 90 days, and permits a stay of up to 30 days. A standard e-visa's validity starts no earlier than three working days after submission, so the application has to go in at least three working days before arrival, and an urgent one starts on the day of issue. The passport must be valid at least three months beyond the visa's expiry, which the UK FCDO renders operationally as six months beyond the arrival date; brief the six-month rule and you will never have this conversation at check-in.

Two warnings we would rather over-state than under-state. First, the urgent fee: the figures circulating for it, USD 60, 69 and 89 depending on which site you land on, are not government numbers and we will not repeat them as if they were. Second, the domain. The only official portal is evisa.gov.az, operated by the State Agency for Public Service and Social Innovations. Lookalikes styled as official, including evisa.govt.az, evisa.org.az and evisa.com.az, are not the government and quote fees that are not the government's. On a 200-guest list you only need one uncle to find the wrong one.

Filing 200 e-visas as one job

The portal supports grouped submissions: a family application covers 2 to 10 people and a group application covers 10 to 300, which is a wedding-sized batch in one file. Payment takes Visa, Mastercard, UnionPay and JCB, and the card does not have to be in the applicant's name, so one family card can clear the lot.

That is a genuine change to how this work is done, and most planning checklists still describe it as 200 individual filings. Our workflow:

1. Check passport validity against the six-month rule before anything else, and flag renewals early; a passport with four months left is the failure that surfaces at the airport, not at the portal.
2. Collect passport bio-page scans and photos for every guest at least six weeks out, held against the RSVP list so you can see who is missing.
3. File as family and group applications on evisa.gov.az, split by household so a single incomplete file does not hold up the rest, and track status per guest.
4. Distribute each approval PDF with the entry rules, the 30-day stay limit and the printed-copy reminder, and tell anyone staying past 15 days that the hotel will register them with the State Migration Service free of charge.
5. Chase the stragglers. On every large group there are a handful who submit late, and the three-hour urgent lane is the safety net rather than the plan.

Which nonstop flights to Baku exist in August 2026?

Three routes we can evidence as of 10 August 2026: Delhi with seven nonstops a week at a 4 hour 40 block, Mumbai with seven a week at 5 hours 20 on an overnight bank, and Dubai with sixteen a week from a 2 hour 55 block. Delhi and Mumbai are Azerbaijan Airlines only.

Departure timings drive the transfer plan more than the flight times do. Delhi departures spread across 04:15 to 19:55, so that group trickles in through the day. Mumbai is an overnight bank departing between 02:10 and 05:10, which puts a coach at the terminal at an hour when the hotel front desk is thin and the guests are exhausted. We staff that arrival differently.

Two changes worth knowing. Air India placed its code on the Azerbaijan Airlines Delhi and Mumbai services from 29 July 2026, so guests can buy Baku on one Air India ticket including through-connections from other Indian cities; we could not establish whether the codeshare covers baggage through-checking or group fares, so we do not promise either until the airline confirms it for your booking. And every guest flies in: Azerbaijan's land borders are closed to inbound passenger traffic to at least 1 October 2026, so there is no drive-in from Tbilisi. A guest who flew in may exit overland by road without permission, which is occasionally useful for a post-wedding extension.

We have taken Ahmedabad and Doha out of this table. Both appeared in the 2025 version of this page and neither could be confirmed against a schedule source on 10 August 2026. That does not mean they do not fly; it means we will not publish a route a family might book a non-refundable ticket on without evidence in front of us. Room blocks and transfers for 200-plus

Above about 200 guests we split the block across two anchor 5-star properties rather than straining one, and confirm at roughly 90 percent of RSVPs with a released-rooms cut-off. Transfers run in waves matched to the inbound manifest, which matters more in Baku than most places because the Mumbai bank lands before dawn.

Guests landing within a window share a coach, so nobody waits two hours and no coach runs half empty. For arrivals spread across two or three days, which is what one daily narrowbody per Indian city forces, the manifest-driven approach is the difference between a smooth welcome and a terminal full of confused relatives. What we would not recommend

Do not let guests file anywhere except evisa.gov.az. Do not book non-refundable guest flights before the e-visas are approved; the process is reliable, but the order of operations is what keeps it cheap when it is not. Do not build an India-origin arrival plan on an IndiGo restart the airline has not announced. Do not treat the three-hour urgent lane as a scheduling tool rather than an emergency one, because the surcharge is unpublished and you will not know what it costs until you are paying it. And do not leave passport collection until a month out; the single biggest cause of a last-minute scramble is a family that assumed they would do it closer to the date.
