Why a board meeting in Baku needs a different page from a conference

Which Baku rooms are right for a 12-person board, and which for a 40-person leadership offsite?

For a board of 12, the right room is either of Fairmont Baku Flame Towers' two 61 m² rooms, Gara Garayev or Fikrat Amirov, both published at 40, or Four Seasons Shur at 50 banquet. For a 40-person leadership offsite, it is Fairmont Sattar Bahlulzade at 100 with a 40-room as breakout, or Four Seasons Rast at 130 banquet when the group dines where it worked.

The table is a shortlist for this group size. Published hotel summaries and room-layout charts can differ, so use the named room and setup as a starting point and request a current floor plan. Yacht and courtyard capacity are not quoted without a named supplier or site.

Fairmont and Four Seasons offer different room inventories for a small board or leadership offsite. Compare the working layout, privacy, hotel-room block and private-dining option on the same dates. A terrace, yacht or courtyard can be considered as an additional setting only after its capacity, weather fallback and permissions are confirmed in writing. How do we get directors from the aircraft to the hotel without a public arrivals hall?

Through paid services at Terminal 1. Airport.az lists Salam Lounge in Terminal 1, zone B, with check-in and baggage handled inside, Baku Club on the arrivals side, and Absheron Lounge on the fourth floor accepting Priority Pass. VIP Services Group sells the Salam departure and arrival packages and porter service; its call centre is *1888 and it publishes no prices.

For an arrival brief, compare the airport's published Salam service with any independently quoted concierge service. An apron meeting or private vehicle is not confirmed by a reseller's brochure; ask the provider and airport for written scope, access and price. Include flight-by-flight arrival times, passenger and luggage counts, vehicle assignments, waiting rules and a named operating contact in the dated proposal. Hotel check-in and key delivery must be confirmed by the hotel, not assumed. Larger conference arrivals use a separate Baku ground-handling brief.

Can we fly in on a business jet, and who handles it?

Yes. ASG Business Aviation, founded in 2007 as Silk Way Business Aviation and renamed on 8 July 2020, is the charter and handling company based at Heydar Aliyev International Airport, with Gulfstream G280, G550 and G650 aircraft and helicopters from Zabrat, per its public record. A board on its own aircraft is handled there; we coordinate the ground side.

The gap to know about before the chair's office asks: charter slot rules for Baku are not published. We have not found a public slot-request procedure, a parking tariff or a turnaround standard on the airport's site, so for a specific date we put the request to the operator and to the handling company and come back with what they confirm in writing. We do not quote a slot we do not hold. The same applies to helicopter positioning from Zabrat to a city helipad, which is arranged per flight rather than bookable from a rate card.

Most boards arrive on scheduled flights, and a director in a scheduled business-class seat with the Salam arrival package in place gets most of what the jet would give them at the airport for a fraction of the cost. The jet makes sense when the board is coming from two or three cities in a single day and the alternative is three separate arrival waves.

Which dates in 2027 clash with Ramadan, Novruz or national mourning?

Ramadan 2027 is expected to run 8 February to 8 March, followed by a two-day Eid al-Fitr; Novruz closes the country for five days around 20 to 24 March; Eid al-Adha is a further two-day holiday later in spring; 20 January is the national day of mourning and 27 September is Remembrance Day. The Novruz and Eid holidays are the Ministry of Foreign Affairs' published non-working days; the Ramadan dates are the standard calendar projection.

On Ramadan, the practical point for a European board is that nothing operational changes. Alcohol is legal in Azerbaijan, served in hotels and venues, and sold during Ramadan. The practical point for a Gulf board is the opposite: your own directors will not want a working dinner during the fast, so a GCC advisory board is better placed in April, May, September or October. The two Eids are public holidays in Azerbaijan too, so the day after Ramadan is a poor arrival day whichever market the board comes from. The Ramadan dates are the standard calendar projection; the moon-sighting caveat in the table applies to them as much as to the Eids.

Novruz is the one that surprises planners. It is a five-day national holiday and a good deal of the supplier base is genuinely away; a board scheduled into that week gets a hotel, a room and not much else. Do board members need visas, and how fast can they get them?

Check each director's passport, travel purpose and current entry entitlement before assigning a visa line. The official ASAN conditions limit e-visas to eligible nationalities and qualifying stateless residents. Standard applications need at least three working days before arrival, and urgent applications at least three hours, subject to approval. The official portal information page, checked on 24 September 2026, lists USD 20 state fee plus USD 9 service fee for a standard e-visa per applicant. Confirm the current total for the chosen processing track at checkout.

The Ministry of Foreign Affairs also lists the passports that receive a single-entry visa on arrival at the international airports: Oman, Saudi Arabia, Bahrain, Kuwait, Japan, Indonesia, China, the Republic of Korea, Malaysia, Singapore and Israel, plus holders of residence permits of more than six months in Saudi Arabia, Oman, Bahrain, Qatar and Kuwait, and UAE resident-visa holders of more than six months. For a Gulf bank's board that covers the directors and usually the GCC-resident executives travelling with them.

One detail matters for a board specifically. In 2026 and 2027 Azerbaijan is running one-year unilateral visa-free pilots for ordinary passport holders of Saudi Arabia, Oman, Bahrain and Kuwait, and for Japan, Korea and Singapore, at three entries of up to 30 days each. The Ministry's table does not print a purpose, but the State Migration Service, as reported on 1 August 2026, frames the pilots as "for tourism purposes" and says travellers coming for other purposes should hold the relevant visa. A board meeting is a business purpose. Confirm the appropriate visa route for each passport and trip purpose against official requirements before ticketing. For a standard ASAN e-visa, the official portal, checked on 27 September 2026, publishes USD 20 state fee plus USD 9 service fee, USD 29 total. Standard processing is three working days and urgent processing is three hours; check the urgent charge and eligibility before applying. These e-visa terms do not establish a visa-on-arrival tariff or guarantee an entry decision. For a 12-person board, build a passport-by-passport entry matrix and count any required e-visas per eligible applicant. Agree in writing who prepares each application and what information can be shared; do not assume an urgent application or arrival visa is available for a late passport scan.

How should a 20-person board retreat be costed?

Specify the room and working layout, nights and room categories, private dinner, arrival waves, vehicles, AV and language support. Some costs vary per guest; venue hire and supplier working time may not. The per-person amount therefore does not follow a universal 30% group-size rule.

What does an advisory board add to a board meeting?

Three components: interpretation, compliance paperwork and a heavier evening. We provide simultaneous interpretation in 8+ languages through contracted interpreters and booth suppliers, and on a 30-person advisory board with two language pairs that can be the largest technical line on the file. The agenda and the scientific or product content stay with the client.

Compliance is the part the buyer's legal team asks about first: itemised invoicing per attendee, hospitality caps observed and documented, no entertainment lines that a transparency report would have to explain. We produce the paperwork in the format the client's framework needs, and we say plainly that we do not provide the legal opinion on what that framework allows.

The evening is where an advisory board differs from a corporate offsite. A private dinner for 30 at the Four Seasons Rast room, or a courtyard in the Old City with a mugham trio and no amplified sound after 23:00, is a working dinner with a chair at the head of the table, not a gala. We plan it as a second session with food rather than as entertainment.

What we would not recommend, and what we do not claim

Some limits, stated before procurement asks.

• For a 12-person board, request a small Fairmont meeting room. Uzeyir Hajibeyov at 150 and the separate Nizami Ganjavi ballroom up to 1,000 suit other formats; choose by the working layout.
• We would not book a Caspian yacht for a board between October and March. The wind-risk season is real and a cancelled close is worse than a courtyard dinner planned from the start.
• We would not schedule a Gulf advisory board inside Ramadan or any board inside Novruz week. The former loses the dinner; the latter loses the supplier base.
• We do not claim a private terminal at Baku airport. The airport publishes no VIP terminal specification, apron-transfer procedure or charter slot rules, and we quote a paid meet-and-assist and lounge, which is what exists.
• We do not claim a business-jet slot before the operator and the handling company confirm one in writing.
• We do not run the meeting itself. Agenda, facilitation, company secretarial work, minutes and anything the board resolves are the client's. We run the room, the arrivals, the dinner and the day.
• We do not issue visa or immigration opinions. The e-visa timing and fees above are the Ministry of Foreign Affairs' published figures; the all-in price and eligibility for a specific passport are confirmed on evisa.gov.az at the time of application.
• We do not publish a universal per-head board-meeting price. Dates, room, lodging, transfers and catering require a separate quote.

When is a board brief really something else?

When it grows a plenary or attaches to a congress. A retreat that reaches 60 with breakouts and an awards dinner is a corporate offsite, produced with the AV, permits and crew on the event logistics page.
