PCO in Azerbaijan: choosing a congress organiser and local partner in Baku

Planning a congress or conference in Baku starts with one brief covering the event programme, venue, production, registration, hotels, transport and delegate experience. PCO, DMC, venue and production: who owns what?

Some suppliers cover more than one column. That is acceptable when the proposal still identifies the responsible legal party, named project lead, subcontractors, platform owner and commercial basis for each line.

What current supplier pages say

EVENTRA's current site labels one service Congress Management (PCO) and lists international association congresses, end-to-end congress management, secretariat and delegate management, and programme, speaker and stakeholder coordination. It also describes destination advisory and bid development.

Caspian Event Organisers says it offers congress and conference planning, project organisation and on-site management, and states that its PCO team has 15 years of experience organising meetings, conferences and large congresses.

The Tourism Board categorises five additional companies as PCO partners. This guide does not turn the category label into an independent claim about scale, certifications or delivered congresses. Read each live supplier page and request evidence relevant to the same congress type, delegate count and workstream.

Due-diligence questions for a PCO shortlist

Send every candidate the same questions:

1. Comparable delivery: name two congresses similar in subject, delegate count and complexity, with dates and a reference contact.
2. Workstream ownership: identify who owns bidding, abstracts, programme, registration, badging, sponsors, exhibitors, venue, production, hotels and transport.
3. Team: name the proposed congress director and the leads who will remain on the file through delivery.
4. Technology and data: name the registration, abstract and badging platforms, the contracting party, data location, processors, security controls and export route.
5. Commercial model: show management fees, supplier mark-ups, commissions, taxes, payment schedule, cancellation and currency assumptions.
6. Procurement: disclose subcontractors and which contracts sit with the client, PCO or another local partner.
7. Contingency: explain venue fallback, internet redundancy, speaker failure, medical response and crisis decision authority.
8. Reporting: show the budget, registration, sponsor, exhibitor and post-event reports the client receives.

Ask for evidence, not a logo wall. A relevant reference who will take a call is stronger than an undated list of global brands.

Baku Convention Center capacity belongs to the layout

Baku Convention Center has published a main hall up to 3,500, 17 conference rooms with a combined 2,500 seats and a 46,000 m² building. Other venue listings show different room and seat counts.

Do not choose a venue from the largest published number. Ask for the current floor plan and written capacity after deducting the stage, production control, camera platforms, interpretation, catering, exhibition, accessible circulation and fire routes required by your design.
