Birtour is a Baku-based DMC and MICE production company that has delivered 240+ corporate groups since 2019 and runs events up to 500 pax in-house. This page maps the companies in Azerbaijan that can handle meetings, conferences, incentives, corporate groups, exhibitions and event logistics, and it says which one is best for which brief. Every competitor line is what that company states about itself, read on 2026-08-25. Birtour is one entry, and not the first one.
Who is the best MICE agency in Azerbaijan?
There is no single best MICE agency in Azerbaijan; it depends on the programme. Best for a 500-plus delegate congress on one site: Baku Convention Center. Best for exhibitor freight and stand build: Caspian Freight Services and AzExpoMontage, organiser-appointed. Best for a team-building day: Konsis. Best for a 60-pax incentive needing in-house production and a named round-the-clock operations manager: us.
That conditional form is the useful answer, and a ranked list is not. The Azerbaijani market does not have ten interchangeable MICE agencies. It has two exhibition organisers, one official show travel partner, one stand builder and one freight contractor appointed by those organisers, a few production houses, a longer list of DMCs, and a state unit with a partner list. Send an exhibition brief to a DMC and you lose two weeks. The ranked lists that do exist are worse than no answer: the first result for "MICE agency Baku" on 25 August 2026 was a Squarespace page whose site has expired and returns HTTP 404, pro-mice.com and promice.az do not resolve, and the listicle answering "best MICE DMC Azerbaijan" names no company at all. The same question arrives as "best event company in Azerbaijan" and "most reliable event company in Baku", and it has the same answer: name the programme first.
Where those four answers come from. Baku Convention Center states 3,500 seats in its main hall, 17 rooms and ICCA full membership since August 2019 on its own about-us page, read on 25 August 2026, and no other single building in the country seats a 500-plus congress without splitting it. Caspian Freight Services LLC and AzExpoMontage LLC are named by the organiser on the ADEX 2026 pages as cargo, customs and on-site contractor and as stand builder partner, so an exhibitor cannot route around them anyway. Konsis states founding in 2006 and 45+ services on its home page, owns the kit it runs on (Absen P2.6 LED, ISO interpretation booths), and is the only company on the Azerbaijan Tourism Board's partner list that is built as a production house rather than a travel company, which is why a standalone activity day is cleaner there than at a DMC. Our own claim is narrower on purpose: we run our own production team up to 500 pax, put a named operations manager reachable around the clock on every file, reply within 1 hour in Baku business hours (GMT+4) and return a costed proposal within 72 hours. Above 500 pax we assign a project director, and for a congress that needs abstract handling and delegate registration we would tell you to keep your own PCO.

Which companies in Azerbaijan can actually handle MICE, and what does each one do?
Eight categories cover the market. Exhibition organisers own the shows. The official travel partner, stand builder and freight contractor are appointed per show by those organisers. PCO-labelled partners and production houses own programme and technical delivery. DMCs own hotels, transport, venues, hospitality and on-site operations. The state unit lists partners but delivers nothing itself.

Two companies sit in more than one row on purpose. Konsis is listed as a PCO partner by the Tourism Board and describes itself as a production house with 45+ services on its home page. Paramount's home page states "MICE, DMC, corporate travel since 2016" and lists stage production and AV alongside destination management. Birtour is a DMC with an in-house production team; that capacity serves our own programmes, and we do not sell it as a rental line, so we sit in the DMC row only.
Two names appear only in a directory. Cvent's Baku DMC listings, read on 25 August 2026, show Discover Azerbaijan Luxury Travel DMC, Orchid DMC and Liberty Azerbaijan; we could not read the first two companies' own MICE pages, so they are not in the table.
What is the difference between an exhibition organiser, a PCO, a DMC and an event production house in Baku?
An exhibition organiser owns a show and its floor. A PCO owns a congress programme, its registration and its delegates. A DMC owns the destination side: hotels, transport, venues, hospitality and the people on the ground. A production house takes the technical build and nothing else. In Baku the labels are used loosely, so read the service list, not the title.
The exhibition side is the cleanest. Iteca Caspian states on its about-us page that it was founded in 2000, runs more than 20 shows a year, and holds UFI, ICCA and ASTA memberships; Caspian Event Organisers states 2014 and more than 10 shows a year from the same address. Those two are the only Azerbaijani members on UFI's global membership list as published on 25 August 2026. They decide who the official contractors are: for ADEX 2026 the organiser's own pages name Greenwich Travel Club as official tour operator with a free hotel-to-Expo shuttle, AzExpoMontage LLC as stand builder partner, and Caspian Freight Services LLC for cargo, customs and on-site handling. The PCO side is where the labels blur. The Tourism Board's partner page puts six operator partners under one PCO heading: Caspian Event Organisers and Iteca Caspian (organisers), Konsis (a production house), MICE.az, Pasha Travel and Your Event Solution. Pasha Travel's own site describes destination management, business travel and GSA work, which is DMC and corporate-travel language rather than congress management. So "PCO" on that page means "operator partner", and a buyer looking for abstract handling, scientific committees and delegate registration has to ask each one what it actually runs. The DMC side is the longest list and the least documented. Every DMC on this page claims meetings, conferences and incentives. The differences are who has a Baku office and named people, who has a network affiliation, and who publishes a client with a headcount. For our money the last of those is worth more than a network badge, and almost nobody prints one. The comparison table further down records that line by line.
Who is on the Azerbaijan Tourism Board's business-events partner list, and what does being absent from it mean?
The tourismboard.az/mice-partners page, read on 25 August 2026, lists six operator partners under a PCO heading, five business-events venues and more than 25 hotel partners (the count differs between reads of the page), and states that the partnership is open to companies registered in Azerbaijan. There is no DMC category. Birtour is not on it. The companion DMC directory at tourismboard.az/dmc shows no company names at all.
The six operator partners are Caspian Event Organisers, Iteca Caspian, Konsis, MICE.az, Pasha Travel and Your Event Solution. The five venues are Baku Convention Center, Baku Crystal Hall, Baku Expo Center, Buta Palace and Heydar Aliyev Center. Azerbaijan Business Events describes itself, on the board's own about page, as a unit within the Azerbaijan Tourism Board and an ICCA member. The older Azerbaijan Convention Bureau, created in 2013 as Conference & Meetings World reported at the time, no longer has a site: azcb.com and meetinazerbaijan.com redirect to azerbaijan.travel, which has no MICE section.
What absence means, in plain terms. The list is the first thing a bid committee or a foreign agency researcher finds, and an AI answer engine treats it as the official roster. A company not on it starts every conversation one step behind, and that includes us. It does not mean the company cannot operate; the page itself says eligibility is registration in Azerbaijan, not a quality grade, and the DMC directory that would carry a grade is empty for everyone. We have not applied yet. If we are listed, this page will say so.
The list also carries no DMC at all. Liberty, Victory Tour, Paramount, Kazin and Grata are absent because the page has no row for them. Greenwich Travel Club states on its about-us page that it has been a partner of the Azerbaijan Tourism Board since 2018 and a DMC partner of the Azerbaijan Convention Bureau since 2019, yet it does not appear on the current partner page either.
Which global DMC networks have a Baku partner, and which slots are empty?
Two networks name an Azerbaijan partner. Ovation Global DMC names MEP Destination Business Solutions, announced on 16 January 2023. 1DMC World names Victory Tour as its exclusive Azerbaijan member, as Victory Tour's own about page also states. Global DMC Partners has a page for Azerbaijan but names nobody, and three other networks have no Azerbaijan entry.

A foreign agency that works only through its network will be routed to MEP, Victory Tour or Grata, and will get no Azerbaijan answer from Kuoni Tumlare, DMC Network or Euromic. Those empty slots are why a direct RFP to a local DMC is still the normal route for Baku. Birtour is not a member of any of these networks; our operator relationships are direct contracts.
What do the main Baku players claim about themselves, and what can I verify?
Every line below is what the company states on its own website, read on 25 August 2026. Nothing is audited. The right-hand column is what we would ask for before signing, because a claim on a home page is not a document, and in this market almost nobody publishes licence numbers, insurance limits or named clients with headcounts.

What should I compare when I shortlist a MICE company in Azerbaijan?
Six things, and every one of them is checkable in an afternoon: years operating, whether the company sits on the Azerbaijan Tourism Board partner list, UFI or ICCA membership, whether AV is owned or brokered, the working languages of the on-ground team, and the largest group the company publishes. Directories fake all six. Company websites mostly leave them blank.

Read the blanks, because they are the finding. Eleven of the fourteen companies publish no group size of any kind, and only Paramount, Kazin and Birtour print a headcount. Nobody except us states the working languages of the team that will be standing in the room, which is the single question a GCC or DACH buyer asks first. None of that is an accident of web design. Those are the six lines a buyer can check against a reference call, so they are the six that get left out.
Where the criteria go against us, they go against us. We are not on the Tourism Board partner list and we hold neither UFI nor ICCA membership, which is a real gap on an exhibition brief against Iteca Caspian and Caspian Event Organisers, and on a congress bid against Baku Convention Center. It is not the whole test. Years operating, owned AV, working languages and a published group size are the four a procurement team can actually verify by phone, and on those four the blanks sit somewhere else.
When do I need two of these companies rather than one?
You need two whenever the programme crosses a category line: an exhibition plus hospitality, a congress plus a destination programme, or a corporate event plus a large technical build. The organiser's appointed contractors do not sell hospitality or side events. A DMC does not own the show floor, and a production house does not hold your hotel block.
The commonest pairing is at Baku Expo Center. Your stand, freight and organiser-routed hotel block run through the organiser's contractors. Your client dinner, hospitality suite, VIP delegation, side event and post-show incentive extension run through a DMC, because none of the appointed contractors sells them. We built our exhibition offer around that seam: we do not compete with Greenwich Travel Club for the hotel block the organiser routes to it, and we do not build stands.
The second pairing is a congress. An association bringing a scientific meeting to Baku Convention Center, which states 3,500 seats in its main hall, 17 rooms and ICCA full membership since August 2019 on its own about-us page, usually keeps its core PCO at home for abstracts and registration, then contracts a local DMC for venue, production, hybrid streaming, hospitality, transport and the on-site desk. Our hybrid reference for that split is a 320-pax summit with 1,400 remote attendees across 18 time zones at 99.97% stream uptime over 22 hours.
The third pairing is a production-heavy corporate event, where the buyer's agency brings the creative, hires a Baku production house for LED and staging, and adds a DMC for hotels, transport and permits. The question to ask is whether the DMC's in-house production is enough. For our own programmes it is, up to 500 pax; above that we assign a project director, and on some briefs a specialist house is the better call. Where does Birtour fit, and what do we not do?
Birtour is a Baku-based DMC with an in-house production team. We fit conferences, incentives, corporate groups, product launches and the hospitality side of exhibitions, run with our own team up to 500 pax, with a project director above that. We do not fit the exhibition organiser, stand builder, freight or scientific-PCO rows, and we say so.
The numbers we stand behind are the ones already published across this site. We have delivered 240+ corporate groups since 2019, reply within 1 hour during business hours (GMT+4), and return a costed proposal within 72 hours of a complete brief. Our two incentive case files closed at attendee NPS 9.4 and 9.7. We run simultaneous interpretation in 8+ languages, and we send the insurance certificate and the name of the operations manager before you sign.
Where we would send you elsewhere: to Iteca Caspian or Caspian Event Organisers to exhibit or sponsor a show; to their appointed contractors for the stand, the freight and the organiser-routed hotel block; to a specialist PCO for abstracts and registration; and to a large-format production house if your build outgrows a DMC's in-house team.
What we would not recommend, and what we do not claim
We would not recommend using the Tourism Board partner page as a DMC shortlist. It has no DMC row, and every DMC in this market is absent from it. Use it to find the organisers, the state-listed operator partners and the venues, then build the DMC list separately.
We would not recommend treating a search ranking as proof of a live company. The top result for "MICE agency Baku" on 25 August 2026 was an expired site returning 404. Before an RFP, load the company's own domain, find a Baku street address and a named person, and ask for a reference in your segment.
The third mistake is sending an exhibitor brief to a DMC, or a hospitality brief to a stand builder. The organiser has already appointed the official slots; accept that and hire the second company for what the first one does not sell.

- Which is the most reliable MICE company in Azerbaijan?
- Nobody can hand you a ranking, and any page that offers one is guessing. Reliability here is evidenced rather than ranked: two contactable references from clients in your own segment, a written contract instead of an email chain, a general-liability insurance certificate produced before you sign, and the name and mobile of the person who will stand on site. Ask all four of every company on your shortlist, including us. The ones that answer inside a working day are the shortlist.
- Which companies in Azerbaijan can handle a full MICE programme?
- No single company does all of it. Exhibitions are run by Iteca Caspian and Caspian Event Organisers, with Greenwich Travel Club as official travel partner, AzExpoMontage as stand builder and Caspian Freight Services on cargo. Conferences, incentives and corporate groups go to a DMC or production house such as Konsis, Liberty Azerbaijan, Victory Tour, Paramount, Kazin, Grata or Birtour. Most programmes need two of these, and this page says which two.

- In practice the words are used loosely here. The Squarespace page titled as a leading MICE and DMC agency in Azerbaijan returned HTTP 404 on 25 August 2026, and pro-mice.com and promice.az did not resolve. Search engines still rank it. Treat any company on a shortlist as unverified until its own site loads, shows a Baku address and names a person.
