Exhibiting at Baku Expo Center: freight, customs, hotels and delegation logistics for foreign exhibitors

A working guide to exhibition logistics at Baku Expo Center for a foreign exhibitor: why an ATA Carnet has no effect at Azerbaijani customs, how the temporary-import route works instead, who the organiser-appointed contractors are, what 18% VAT does to the budget, and what Birtour handles around a show (delegation hotels, transfers, hospitality suites, side events, client dinners).

Birtour is a Baku-based DMC and MICE production company. This is the page we wish an exhibitor's logistics team had before their first Baku show. Two facts drive most of it: Azerbaijan does not accept ATA Carnets, so exhibition goods enter as temporary imports, and VAT is 18% with no refund route for a foreign exhibitor. Around those, we explain who the organiser has already appointed, and what we do for delegations, hospitality suites and side events.

Why exhibiting in Baku is a logistics decision before it is a marketing one

Most exhibitor teams pick a Baku show on sector fit and visitor numbers. ADEX 2024 reported 270 exhibiting companies, 14 national pavilions, 9,304 visitors and 53 military delegations across 20,023 square metres, per the organiser's own about-exhibition page. Those are good reasons to come. They are not the reasons a first Baku show goes wrong.

What goes wrong is process. A carnet that worked in Istanbul is refused at Baku customs. A pallet lands with no declaration filed by the forwarder, and the stand budget was built without VAT, so the invoice comes in 18% higher than the sign-off. Half the sales team assumed visa-free entry and the other half needed an e-visa nobody applied for. None of these is expensive to prevent and all of them are expensive to fix in show week.

The second thing to understand is the structure of the market. The two organisers that run the Baku Expo Center calendar, Iteca Caspian and Caspian Event Organisers, appoint their own contractors for freight, stand building and exhibitor hotels, and route exhibitors to them. That is the fastest path through customs and build-up, and you should use it. Our role sits beside it: the delegation, the clients, the dinner, the suite, the days before and after. We say where that line falls below, and we do not claim what we have not done.

Can I bring my stand and demo equipment into Azerbaijan on an ATA Carnet?

No. Azerbaijan is not a contracting party to the Istanbul Convention on Temporary Admission. It does not appear in the WCO's table of signatures, ratifications and accessions dated 26 September 2024, nor in the ICC's "ATA Carnet in your country" directory. A carnet issued in London, Frankfurt or Dubai has no legal effect at Baku customs.

This surprises teams who have exhibited in the neighbourhood, because the neighbours are in the system: Georgia (acceded 2010), Armenia (2018), Kazakhstan (2013) and Turkey (2004) all appear in the same WCO table. Azerbaijan does not. The route that exists instead has two lanes.

The first lane is palletised freight: stand structures, large-format screens, demo units, heavy samples. Per the US Commercial Service's Azerbaijan temporary-entry guide dated 12 January 2026, goods to be displayed or exhibited may be brought in as temporarily imported goods but must be re-exported within the stipulated period to avoid import duties and taxes, and firms planning to exhibit are told to work well in advance with the show organiser to ensure a timely and proper temporary declaration. As we read the show pages, the organiser's official freight forwarder acts as your customs representative and files that declaration, against your undertaking to re-export, from your packing list, values, return dates and shipping documents.

What is not published in English is the guarantee. We could not find the Customs Code article, the statutory maximum period for exhibition goods, or whether a cash deposit, a bank guarantee or the forwarder's own guarantee secures the duty on palletised exhibition freight. Confirm the guarantee mechanism with Caspian Freight Services per show, in writing, before the goods ship.

The second lane is hand-carry. The temporary-import declaration guide published on cop29.az for accredited media sets out the passenger route: equipment travelling with a person is declared on the e-customs portal at least 72 hours before arrival, with the exact return date and a photo of the goods. The same guide applies the pre-declaration to goods with a customs value over USD 800 and to cash above the equivalent of USD 10,000. Once approved, the customs officer imposes a border-crossing restriction, lifted when the goods are shown on departure. The guide was written for press kits, but the portal is the same one a sales engineer with a demo laptop will use. Do not put a full stand in a suitcase and hope.

From our own files: the projection-mapping rig for the DACH automotive launch was flown in from a Berlin partner and installed under a temporary import bond. Across the productions we have run since 2019, the bond clears on a two-week cycle through Azerbaijani Customs with no fee for bonded equipment, only warehouse storage if you need it; the mechanics are in our permits guide. That is production gear for an event we produced, declared by us. It is a data point on the timeline, not a promise about how the organiser's forwarder will handle your pallets.

Who handles freight, customs and on-site handling at Baku Expo Center, and when do I need to book them?

Brief the forwarder ten weeks out with a packing list; confirm the stand design eight weeks out. The exhibitor manual sets the hard deadlines.

Caspian Freight Services sits on the second floor of Baku Expo Center itself, at 515 Heydar Aliyev Avenue. The cargo-delivery pages on bakubuild.az, caspianoilgas.az and caspianagroweek.az carry identical text naming it as the exhibition's official freight forwarder and handling contractor on site, with agents worldwide through its founder Meritex International, and tell exhibitors to contact the office directly for tariffs, deadlines and procedural formalities. The show pages give the company's site as cfs.az and print its phone numbers; use those, since the tariffs are not published online. Your home-country forwarder can handle the export leg and hand over at Baku; lifting inside the halls belongs to the appointed contractor.

What does 18% VAT do to my exhibition budget, and can I reclaim it?

VAT in Azerbaijan is 18% with no reduced rates, per PwC's tax summary reviewed on 9 January 2026, and exhibitions performed in Azerbaijan are local supplies at that rate. A foreign exhibitor with no Azerbaijani VAT registration cannot reclaim it; there is no refund scheme comparable to the EU 8th or 13th Directive. Budget it as a final cost.

That covers stand space, local build, AV hire, catering, transfers, side-event venues and our own services. The VATupdate guide to Azerbaijani VAT dated 14 January 2026 puts it plainly: foreign companies cannot reclaim VAT without a local registration. Nobody registers for one show.

Two related money facts. Under the Law on Currency Regulation as published in English by the Central Bank, a foreign company can wire USD or EUR to an Azerbaijani supplier's foreign-currency account against a contract and invoice; suppliers then settle their domestic costs in manat. We invoice in USD, EUR or AZN. And the Tax Free scheme at Heydar Aliyev Airport is for goods, not services: per airport.az it needs a single e-invoice of at least 300 AZN, export by air within 90 days, and refunds the VAT minus a 20% operator fee at the Terminal 1 counter. It has nothing to offer an exhibition budget.

How big is Baku Expo Center really, and which hall will my stand be in?

Baku Expo Center is three pavilions on a 10 hectare site next to Heydar Aliyev International Airport, opened on 1 June 2010. The operator, PASHA Property Management, describes over 20,000 square metres of exhibition space. The venue-supplied hall figures on Cvent sum to roughly 11,900 square metres net, plus four meeting rooms for 140, 60, 22 and 20 people.

Both figures are true; the 20,000 is gross, and a stand designer needs the individual halls.

Which hall you land in is the organiser's decision, made by sector and show size. Co-located shows share the site: on 14 to 16 October 2026, Caspian Construction Week runs BakuBuild, Aquatherm, Rebuild Karabakh, Plastex and Road and Traffic together, per the Caspian Event Organisers calendar, each in its own zone. Ask which hall and zone before the stand is designed, and ask for ceiling height and floor loading in that hall; the exhibitor manual is where those live and we will not guess them.

The meeting rooms are small: a 150-person customer event fits nowhere on site, which is why side events happen in the city. The dated list of what is on at the site is in our Baku exhibition and congress calendar.

Where do my delegation and clients stay, and what do the official tour operator and Birtour each do?

Stand-staff rooms go through the organiser's official tour operator where the show has one. Greenwich Travel Club is named in that role on the ADEX 2026 and Caspian Oil and Gas 2027 pages, with a free hotel-to-Expo shuttle. Birtour handles what sits around the show: VIP and client delegations, hospitality suites, side events, client dinners, hosted buyers and incentive extensions.

We do not compete for stand-staff blocks. Where an exhibitor needs us is the moment the guest list includes a client's board, a minister's delegation, twenty hosted buyers or a regional sales team that should see Sheki before it flies home.

Timing is the other half. The Formula 1 weekend at the end of September is followed immediately by ADEX, and as our best-time guide puts it, late September into early October is a compounded squeeze, two spikes back to back. For ADEX 2026 (30 September to 2 October) the delegation block has to be placed the week the stand is confirmed. Through our standing hotel agreements we hold synchronised room blocks for 30 days from quote for a confirmed programme, which is what stops a Baku block collapsing while the client's procurement signs off.

How do I run a hospitality suite, a side event or a client dinner around the show?

Book the venue first, then the people, then the permits. A hospitality suite in a Flame Towers or boulevard hotel, a sixty-seat product briefing, or a client dinner in the Old City can each be costed inside 72 hours from a date, a head count and a tone. Anything outdoors, with drones, sound after 23:00 or a road closure runs on the permit calendar.

The venues that work are the city's conference hotels and a handful of standalone rooms, twenty minutes from the site; capacities for each are in our Baku venues catalogue.

Three formats we would push an exhibitor towards, and one we would not:

  • A hospitality suite that runs the full show hours. A lounge with a coffee bar, meeting pods and a private transfer loop to the Expo. A serious buyer at a Baku trade show is often a ministry or state-company delegation with its own schedule, and a suite gives your team a place for a forty-minute conversation the stand cannot hold.
  • A sixty-to-ninety-minute product briefing on the evening of day one. A hotel meeting room, simultaneous interpretation if the audience is Russian- or Azerbaijani-speaking, and a hosted dinner afterwards. We run SI in eight or more languages and cost it per language pair.
  • A client dinner for twelve to forty. The Old City, a Caspian-side restaurant, or a private room at the hotel. Halal F&B where the guest list needs it, alcohol where it wants it. This is where most Baku deals are actually discussed.
  • What we would not push: a large standalone gala during show week. Room-night pressure, competing organiser events and a tired sales team make it expensive and thinly attended. Put the money in the suite and the dinner.

For anything that needs a permit, the medians we have seen since 2019 are in the permits guide: drone filming 8 to 14 working days, sound past 23:00 four working days, a non-central road closure nine working days, and four weeks for anything on the boulevard. The exhibition itself needs none of these; your side event might.

Do my exhibitors and sales team need a business visa?

Most of them, yes. EU, UK, US and similar passports apply for an ASAN e-visa, issued within three business days for a stay of up to 30 days, with a state fee of USD 20 for single entry and USD 350 for multiple entry, per the Ministry of Foreign Affairs. Business is listed as an ordinary visa purpose. A three-hour urgent option exists.

The complication is the visa-free pilots. The MFA's visa-free register lists one-year unilateral regimes for ordinary passports of Saudi Arabia, Oman, Bahrain and Kuwait (15 February 2026 to 15 February 2027), Japan and Korea (from 1 July 2026) and Singapore and Bosnia (from 1 August 2026), each for three entries of up to 30 days. The MFA table does not print a purpose. The State Migration Service, as reported by Azernews on 1 August 2026, framed the Singapore and Bosnia decision as visa-free entry "for tourism purposes", adding that those coming for other purposes should obtain the relevant visa. We read that conservatively: anyone working a stand, signing contracts or being paid to be there should hold a business e-visa or use the visa on arrival where eligible. We have seen no enforcement case either way, and we would rather your sales director did not become the first.

Visa on arrival at Baku airport, per the same MFA page, covers citizens of Oman, Saudi Arabia, Bahrain, Kuwait, Japan, Indonesia, China, Korea, Malaysia, Singapore and Israel, plus holders of GCC residence permits of more than six months. Two more rules that catch exhibitors. A foreigner staying more than 15 days must be registered at the place of residence; hotels do this, private apartments do not. And the Migration Code's 90-day work-permit exemption is limited to sectors set by the Cabinet of Ministers, and event production is on no list we have seen. A crew member on a short visit paid by a foreign employer is in practice a business visitor; a build crew here for weeks needs legal advice, which we do not issue.

What we would not recommend, and what we do not claim

We would not recommend shipping on a carnet, building a budget without the 18%, booking the delegation hotel after the stand, or sending a team on a tourism visa-free pilot to work a stand. We do not build stands, clear freight or replace the organiser's contractors, and we have not run an exhibitor delegation as a standalone contract.

More precisely:

  • We do not build stands. AzExpoMontage is the organiser's stand-builder partner on ADEX 2026. Our production work is side events, hospitality and launches, not shell scheme or custom build inside the halls.
  • We do not clear exhibition freight. Caspian Freight Services files the declaration and handles the site. Our temporary import bonds since 2019 were for production equipment on events we produced; the two-week median comes from that experience and tells you nothing about your pallets.
  • We do not sell exhibitor hotel packages against the official tour operator. Where Greenwich Travel Club is appointed, stand-staff rooms and the shuttle are its product.
  • We have not run an exhibitor delegation as a standalone contract. Our MICE record is conferences up to 500 in person, launches, incentives and corporate offsites. What we describe here is what we provide around a show. If that changes we will say so, with a client and a number.
  • We do not know the guarantee mechanism for palletised exhibition freight. It is not published in English and we will not guess. Confirm it with Caspian Freight Services per show.

The twelve-week plan, in one place

The structured steps above run twelve weeks from show selection to post-show, and the order matters more than the exact week: contractor pages first, freight versus hand-carry second, the forwarder brief and the guarantee question third, the delegation block fourth, then the stand and the VAT line, visas at week six, reconfirmation at week two, re-export before anyone flies home.

The two steps most often skipped are the visa split, because someone assumes "visa-free" covers the whole team, and the delegation block, because the marketing team owns the stand and nobody owns the clients' hotel until it is too late.

Does Azerbaijan accept ATA Carnets for exhibition goods?
No. Azerbaijan is not a contracting party to the Istanbul Convention and does not appear in the WCO's table of parties dated 26 September 2024 or in the ICC's ATA Carnet country directory. A carnet issued in London, Frankfurt or Dubai has no legal effect at Baku customs. Can a foreign exhibitor reclaim Azerbaijani VAT?
Not without a local VAT registration. VAT is 18% with no reduced rate, event and exhibition services performed in Azerbaijan are local supplies, and there is no refund scheme comparable to the EU 8th or 13th Directive for non-registered foreign businesses. Tourist Tax Free at the airport applies to goods only, on a single e-invoice of at least 300 AZN, and refunds VAT minus a 20% operator fee.

When is the hardest week of the year to find hotel rooms near a Baku exhibition?
The turn of September into October. The Formula 1 weekend at the end of September is followed immediately by ADEX, which in 2026 runs 30 September to 2 October, so hotel inventory is squeezed twice in one fortnight. Book the block as soon as the stand is confirmed. Baku Energy Week in early June is the second peak.
