Who may find Baku disappointing?

Baku may not justify a dedicated trip when the traveller wants only one of these things:

• A beach holiday. The Caspian waterfront makes the city visually distinctive, but central Baku is a promenade and port-city experience. A hotel pool or a named beach property needs its own season and water-quality check.
• A quiet historic town. The Old City is compact, but the wider destination is a large working capital with traffic, construction and modern districts.
